VINCI's request for a 100 million euro loan from the European Bank For Reconstruction and Development, in order for it to close the financial construction of the 25-year concession of Belgrade Airport, has passed final review and is now pending Board approval. The Board will make its decision on October 31. The concession and construction company has already received loan approval from other financial institutions, including the International Finance Corporation, France's PROPARCO and the German Investment Corporation. The concession agreement between VINCI and the Serbian government is worth just over a billion euros.

DeleteRead up more on how concessions are done. The company doesn't provide money from its own cash low to pay for the concession. They take loans. It's done that way all over the world. Same was done for Zagreb Airport concession. It took around a year from when the French were named the winners of the tender, until they got all the loans from the banks.
But yeah, I recommend you read more on concessions and how financing is secured for them.

And what do you think that collateral for those loans is? Vinci France? No, the Belgrade Airport is a collateral.
DeleteBelgrade airport can't be collateral because VINCI is not the owner of it. The concession is not the same as a sale so they can put the airport as collateral. They can only give the concession rights to the somebody else, but only if concession agreement allows that.

DeleteMa budalastina, naravno da moze da se da garancija imovinom SPV (special project vehicle) preduzeca koje ustvari i povlaci kredite i realizuje koncesiju. To je tkz projektno finansiranje. Koncedent moze i trebalo bi to pravo da ogranici jer se radi o imovini velike vrednosti.. ali ko to zna, samo se spekulise. Dosadasnje iskustvo kaze da su svi takvi poslovi na Balkanu sklopljeni u korist privatnog partnera. Realno Vansi ulaze 20-ak posto ucesca za te kredite zavisno od finansijera, a rizici se prevaljuju na javnog partnera. Pa zar nije ocigledno sta je u Nisu uradjeno

We can see inserted runway and terminal layout with extended C concourse not just to C10 as in earlier plans, but to C14, out of which three seem to be for widebodies. That will be done first, before renovating old A6-A10 gates. If you zoom in, most interesting part is trapezoid shaped object just outside of current Terminal 2, behind current C3-C4 gates. That could be extension of T2 or "new" Terminal plans are calling for. Is that extension enough for 25 year growth?
Interesting design. There is definitely a lot of room for expansion between the C7-10 remote stands and the highway. Maybe the gates where C7-10 are located now will be exclusively for widebody use? In such a way all other gates will be freed and airport capacity will be considerably increased.

DeleteNot really. Inserted runway will increase capacity by only 15-30%, unlike separate second runway that can double it.
DeleteThis is the longest airport concession in history. Not sure why it´s taking forever.
ReplyDeleteIt took exactly a year from when the French were named the winners of the Zagreb Airport tender, until they got all the loans from the banks and took over the airport. In Belgrade's case it's less than 7 months since the contract was signed.
