Ryanair in talks with Slovenian government over potential flights


Low cost carrier Ryanair has held talks with the Slovenian Ministry for Economic Development and Technology last week over the potential introduction of flights from the country next year. According to the “Sierra5” portal, during the meeting, Ryanair officials emphasised that Slovenia is the only market within the European Union that is currently unserved by the budget airline and criticised Ljubljana Airport's high passenger fees. On the other hand, the Ministry pointed out Maribor as an alternative to Ljubljana, noting that it plans to give the airport up for concession in the coming period. It also conceded the Slovenia is in need of improving its air connectivity, which has suffered since the demise of Adria Airways and has been hard hit by the coronavirus pandemic.

The two sides agreed to meet again in August when discussions will be held over potential destinations and ways in which to establish greater cooperation. In March, Ryanair told EX-YU Aviation News it was monitoring the Slovenian market. The Director of Operations for Ryanair’s subsidiary, Lauda Europe, Tadej Notersberg, said at the time, “We are tracking the Slovenian market. It is interesting to us for different reasons. If we can see that we can turn around this potential into a profit, I’m sure that the Ryanair Group would take the decision and enter this market”. The budget airline briefly maintained flights between London Stansted and Maribor in 2007 and 2008. Despite solid loads, the route was terminated after Ryanair and local authorities were unable to agree over subsidies for a joint advertising program.

Ryanair has considered introducing flights to Ljubljana on several occasions over the past decade. In 2011 Ljubljana Airport proposed for Ryanair to operate services out of Dusseldorf, Madrid, Oslo and London to the Slovenian capital, however, the deal never materialised. In 2013, Ryanair requested for the European Commission to act swiftly and conclude its investigation into whether Adria Airways received state aid and benefits from the Slovenian government to the tune of up to 85.5 million euros from 2007 to 2011, contrary to European Union competition laws. The Commission subsequently ruled in favour of Adria. Three years later, in 2016, Ryanair’s David O'Brien said the Slovenian government’s privatisation of Ljubljana Airport to “monopolist” Fraport was a “disaster”. In 2020, Ryanair applied for slots from London Stansted Airport to maintain flights to the Slovenian capital. Although the airline was granted its request, it never launched services to Ljubljana and used the slots for other routes instead. Late last year, the General Manager of Ljubljana Airport, Babett Stapel, said, “We have already held talks [with Ryanair] and we are ready to continue them. We welcome all airlines that fit into our business model”.

      Because both Croatia and Montenegro are touristic countries and many people would book those flights especially if you are coming to visit Europe for a longer period.
      As far as I know Skopje is not the most touristy place compared to Ohrid.

      As the previous one said: if they can fill a flight to TGD imagine SKP with all that big diaspora...SKP is in the top 3 unserved routes from LJU. Even from ZAG there is more demand to SKP then TGD. (ask OU,). Ryan won't launch ZAG- SKP because it will not get any incentives cause the route is flown with OU)

      Correct! There are many macedonian students studing in Slovenia. The buses from Ljubljana to Skopje are always full, plus they use treviso and lju - nis! But i think that this route will be better to be operated by Wizz Air from SKP base.

      Wizz Air is currently dealing with flights cancelations as they have lack of crew and fleet, they already said that new routes from Skopje will be launched with the new tender. And please dont try to say that all of the routes from SKP are supported by the government, as the latest three were launched by the carrier by itself.

    It's nothing else but Slovenian's government and politics that wouldn't invest 1€ for our better air connectivity. Although I am from Slovenia I never even hope anymore that flights from FR will materialise. We will probably much sooner get Doha and flights to Japan than FR flights.

      Another flight to London you say? Do you know we currently have only 4 weekly Easyjet to LGW, 2 weekly Wizz to LTN and 5 weekly BA to LHR (and even that is seasonal). Only 11 weekly in whole summer, and even less in winter. Compared that to previous years with three daily flights, I would say we need more, way more London flights.

    When you Google about Ljubljana Airport charges, you see almost zero information compared to many other airports where you can find it with a click. If Ryanair are complaining about the high charges, how much does LJU really charge? And if so, why not slash the fares such as Tirana and Sarajevo did? Look what happened precisely with Sarajevo when they did this. Please do not say oh they have a huge diaspora. Yes, but they are also touristic countries.

      Aviation is not yet another business, together with other means of transportation it's the vital infrastructure. As such it's paid by government money for a lot of things: from building the airport to building the plane. Would Boeing make some plane today if there's no US gov's money?       Fraport Slovenija, d.o.o. enables other ground handling providers the access to airport installations in the extent necessary for them to carry out their activities.
      For the use of infrastructure services, equipment and installations, which are in the property of the Fraport Slovenija, d.o.o., an infrastructure charge shall be paid.
      Fraport Slovenija, d.o.o. is the single provider of these infrastructures. The administration and operation of all -mentioned infrastructural facilities are done by the airport operator.
      It is considered, that the user of the airport or its supplier of the ground service, uses these services, equipment and installations right after he began to use the ground handling services. The claim to this charge shall arise at the moment the ground handling services is performed by Fraport Slovenija, d.o.o. or any self-handling company.
      1.5.2 Content
      Centralised infrastructures charge shall be payable for following services:
      Centralized infrastructure – passenger, for the provision of infrastructures in traffic handling. Calculation unit is departing passenger. Payment obligation shall arise at the moment of passenger’s check-in.
      Centralized infrastructure – ramp, for the provision of infrastructures in ramp handling – calculation unit is weight class for passenger aircraft and aircraft type for cargo aircraft. Payment obligation shall arise at the moment of parking the aircraft to the parking position.
      PRM charge – Charge for the assistance to the Passenger with Reduced Mobility (PRM). Calculation unit is departing passenger. Payment obligation shall arise at the moment of passenger’s check-in.
      1.5.3 Centralised infrastructures, Passenger
      1.5.3.1 Description of services
      Centralised infrastructures, passenger, necessary for the provision of passenger handling, include following equipment for initial and transfer registration of passengers:

      1.5.5 Passenger with Reduced Mobility (PRM) charge
      1.5.5.1 Content
      Following the Regulation (EC) no 1107/2006 of the European Parliament and of the Council of 5 July 2006 concerning the rights of disabled persons and persons with reduced mobility when travelling by air, Fraport Slovenija, d.o.o. is obliged to offer assistance to such persons travelling by air.
      Assistance shall be offered to the following persons:
      ‘disabled person’ or ‘person with reduced mobility’ means any person whose mobility when using transport is reduced due to any physical disability (sensory or locomotor, permanent or temporary), intellectual disability or impairment, or any other cause of disability, or age, and whose situation needs appropriate attention and the adaptation to his or her particular needs of the service made available to all passengers
      An air carrier shall transmit the information concerned at least 36 hours before the published departure time for the flight to the managing bodies of the airports of departure, arrival and transit. In case of later announcement Fraport Slovenija, d.o.o. cannot guarantee the standard level of services. Announcement on time is solely responsibility of the carrier.
      Assistance consists of:
      Assistance and arrangements necessary to enable disabled persons and persons with reduced mobility to:
      communicate their arrival at the airport and their request for assistance at the designated points inside and outside terminal buildings mentioned in Article 5,
      move from a designated point to the check-in counter,
      check-in and register of the baggage,
      proceed from the check-in counter to the aircraft, with completion of emigration, customs and security procedures,
      board the aircraft, with the provision of lifts, wheelchairs or other assistance needed, as appropriate,
      proceed from the aircraft door to their seats,
      store and retrieve baggage on the aircraft,
      proceed from their seats to the aircraft door,
      disembark from the aircraft, with the provision of lifts, wheelchairs or other assistance needed, as appropriate,
      proceed from the aircraft to the baggage hall and retrieve baggage, with completion of immigration and customs procedures,
      proceed from the baggage hall to a designated point,
      reach connecting flights when in transit, with assistance on the air and land sides and within and between terminals, if needed,
      move to the toilet facilities, if required.
      Where a disabled person or person with reduced mobility is assisted by an accompanying person, this person must, if requested, be allowed to provide the necessary assistance in the airport and with embarking and disembarking.
      Ground handling of all necessary mobility equipment, including equipment such as electric wheelchairs, subject to advance warning of 48 hours and to possible limitations of space on board of the aircraft, and subject to the application of relevant legislation concerning dangerous goods.
      Temporary replacement of damaged or lost mobility equipment, albeit not necessarily on a like-for-like basis
      Ground handling of recognised assistance dogs, when relevant.
      Communication of information needed to take flights in accessible formats.

      1.5.5.2 Quality standards
      Fraport Slovenija, d.o.o. shall publish and follow the quality standards for the provision of the above services.

      1.7 Payments
      Upon landing the airport user agrees to the General conditions of Fraport Slovenija, d.o.o. which are available at the Airline Management department of the Company. The General conditions, amongst other, include, according to the art. 152 of the Aviation act, the clause by which the airport’s operator is entitled to halt the departure of aircraft until all relevant charges for performed services and used infrastructures are fully paid.
      The calculation and invoicing of airport services to airport users are performed in accordance with the business policy of Fraport Slovenija, d.o.o.
      The settlement of charges shall be liability of:
      the particular Carrier under which Carrier code/flight number the particular flight is operated or the Carrier as general debtor for code-sharing flights
      the aircraft operator or its owner,
      the natural or legal person who is using the aircraft without being the operator or owner,
      the natural or legal person that requests and orders services and is not aircraft operator, airport user or its owner.
      All charges are payable in cash prior to take-off. Payment is also possible with payment card or with pro-forma invoice.
      In case of the written agreement between the airport user and Fraport Slovenija, d.o.o., credit payment within 15 days after invoicing is possible.
      Fraport Slovenija, d.o.o. shall reserve the right to require possible securities, e.g. bank guarantee, advance payment before performance, or other payment guarantee instrument.
      Any claims to invoice should be sent within 8 days after receipt.
      In case of delayed settlement default interests are charged, which are in accordance with the business policy of the Fraport Slovenija, d.o.o. and current legislation.
      Fraport Slovenija, d.o.o. is entitled to halt the departure of the aircraft until all relevant charges for performed services and used infrastructures are paid according to art. 88. and 118. of ZLet- UPB4.
      Airport charges, prices of services and tariffs do not include VAT. VAT is charged in accordance with local legislation and is not charged on services for aircraft, passengers and cargo in international traffic.
      The Charges list is available at the Airline Management Department of Fraport Slovenija, d.o.o. to all existing and potential airport users.
      Beside General conditions of Fraport Slovenija, d.o.o.all airport users are obliged to obey the Airport Users Regulations accessible on the Aerodrom’s web

    I was not joking the other day, aviation is hurting environment at large scale and it should scale down fast, at least until hydrogen or similar clean propulsion becomes reality. Locus-like airlines (Ryanair is typical representative) are just pouring oil to the fire. Where will your kids travel in 20 years, with summer temperatures approaching 50? And no, I'm not trolling. I feel bad already for being part of this industry and will leave it soon.

      Low cost airlines with modern fleets, high density seating and very high load factors have the lowest emissions per pax/km in the industry.

      Compare it to something like business or first class seat in an A380 during a long haul flight, and you'll see who's doing the most damage. Not to mention the private jets...
